Crumble the paneer well. Wash and finely chop the spinach. In a bowl, take all the ingredients along with the flours. Mix well to get a smooth dough.
Ensure the tikki mix is not sticky, else add some more wheat flour.
Heat a pan with little cooking oil. Divide the mix into small balls. Flatten each into 6" disc. Finally, dust them well on bread crumbs.
Place on the hot pan, sprinkle few drops of cooking oil. Cook on low flame for the tikkis to get cooked well.
Flip to the other side when it is done.
I made the Potato Peas Tikkis the same way. Serve with ketchup.
