Grease and line an 8” square baking tray or 9” round cake tin with butter paper.
In a mixing bowl, take the flour, baking powder, and baking soda, sift the flour twice.
Then add the condensed milk, melted butter, vanilla essence, and water to the dry ingredients.
Gently whisk or spoon until the mixture comes together and there are no lumps. Make sure you don't whisk too hard.
Preheat the oven at about 150 degrees C.
Pour the batter into the cake tin and bake for an hour at 150 degrees C.
The cake is done when a knife comes out clean when inserted in the center of the cake.
Invert the cake on a cooling rack, cool, and use as required.
